Earthing grid resistance testing is done using Fall of Potential or Current Injection method:

The fall-of-potential method consists of circulating AC or DC current between the electrode under test electrode and a fixed electrode, and measuring the voltage drop between test electrode and a movable electrode.

Ammeter and voltmeter is connected to measure the current and voltage, respectively. The earth testing equipment does the calculations internally and displays the amount of resistance directly in ohms.
